Two arrested on heroin charges after raid

WEST PORTSMOUTH — Heroin, drug paraphernalia, cash, and a firearm were all confiscated in a raid Wednesday that resulted in the arrest of two men in Portsmouth. Phillip N. Summers, 30, of 812 John Street, West Portsmouth and Samuel J. Smith, 33, of 905 Sunnyview, Dayton, Ohio, are facing charges of trafficking in heroin, a first degree felony and possession of heroin, a second degree felony.

Scioto County Sheriff Marty V. Donini and Portsmouth Police Chief Robert Ware said on Wednesday at approximately 8:38 p.m., the Southern Ohio Drug Task Force executed a narcotics-related search warrant at 812 John St. in West Portsmouth, Ohio.

According to Donini, task force officers seized approximately 48 grams of suspected heroin, more than $3,700 cash, a handgun, digital scales, and additional evidence related to drug trafficking.

Summers and Smith were arraigned Thursday morning in Portsmouth Municipal Court.
