Point council to amend sewer ordinance

POINT PLEASANT — Plans for the City of Point Pleasant’s sewer project continue to progress.

During Tuesday’s council meeting, R.F. Stein, city attorney, discussed Sewer Ordinance 16-13. He said that he is currently working to amend to the ordinance in order to correct the previous 16-13A ordinance.

According to City Clerk Amber Tatterson, the 16-13 ordinance sites a section of the West Virginia code, which gives authority to municipalities for the operation of a sewer system, while 16-13A pertains to a public service district. Since the City of Point Pleasant will operate the sewer system, they fall under the 16-13 ordinance, which is why Stein is working on an amendment.

In other business:

• Stein discussed Code 8-20-3, which is an ordinance describing projects. After months of discussion as to which projects the code pertains to, Stein said that he will draft a proposed ordinance if the ordinance applies to any project that the city is currently working on.

• Stein reported that Ordinance 361.07, which pertains to abandoned vehicles, is being amended. He said that upon research he believes that ordinance 1331.02, which concerns mobile homes and trailers, also needs to be revised.

• Stein discussed the status of the Yeager property in town. He updated council on the hearing regarding the property, which took place Aug. 28. He discussed the possibility of the city demolishing the building, but no action was taken on the issue.

• Council members are still considering the alcohol and drug free work place policy. The policy will be further discussed at the Oct. 13 council meeting.

• Council agreed to take part in the West Virginia Retirement Plus program, which acts as a supplement to employees’ pension, social security and other personal retirement savings with no extra cost to the city.

• Council approved the first reading of the replacement pages for codified ordinances, which are used to update the ordinance code books. Council also approved a contract with Walter H. Drane Company to continue to do codified replacement ordinances for 2009-2011, and agreed to pay for the current replacement pages.

• Council approved the resolution for the West Virginia Community Participation Grant for the improvements to the municipal building.

• Council approved the resolution for the All Hazard Mitigation Plan.

• Tatterson informed council of the neighborhood watch meeting, which took place Thursday, Sept. 10.

• Tatterson updated council on the cemetery destruction. Council approved to reset the vandalized monuments at the cost of the city.

• Mayor Brian Billings reported that the October council meeting will be 7 p.m. Tuesday, Oct. 13 due to Columbus Day falling on Monday, Oct. 12.

• Council approved an auction to sell items not being used by the city, which includes older vehicles and equipment.

• Billings reported that the Mothman Festival will be Sept.19-20.

• Billings asked council for a motion to approve the Battle Days Annual Donation. The motion passed 9-1, with Councilman Sam Juniper casting the opposing vote. Councilman William Park was absent.

• Billings reported that Trick-or-Treat will be 5:30-6:30 p.m. Oct. 29. The Halloween Block Party also will take Oct. 29 from 6-8 p.m.

• Council approved a contract for the street lighting with Appalachian Power.

• Billings discussed filling the Krodel Park campground manager position.

• Council discussed re-paving three intersections in the Robinson area of town.

• Council met in executive session from 8:58-9:38 p.m. to discuss personnel matters.

• The meeting adjourned at 10:28 p.m.

The next meeting will be 7 p.m. Tuesday, Oct. 13.
