MASON — Major progress was reported for the Town of Mason water project at the latest meeting of the town council.
Kathy Elliott, of Region II Planning and Development Council, told Mason council members that a soft-grant in the amount of $12,200 has been approved for the town to complete appraisal and condemnation work.
In addition, she said advertisements for bids will go out next week, with an estimated bid opening date of March 15. Stating the timing is “moving smoothly,” Elliott said the funding source wants to close on the loan before the end of the fiscal year in June.
Elliott also updated the council on the sewer project and said she has completed work online for the infrastructure council. She noted the council members previously completed the procurement procedure, using the same administrative agencies for both the sewer and water projects.
Shawn Paugh, of E&R Excavating, gave the council two options for repairing the sidewalk in the area adjoining Faith Baptist Church.
The first is to replace 160 feet of sidewalk, have a four-foot grassed area, and 120-foot slope that can be mowed at a cost of $18,440. The second option is to replace the same sidewalk area, four-foot grassed area, and 140-foot slope that can also be mowed, but would also include a drain line and catch basin going to the storm drain under Route 62. The cost of the second option is $24,305.
Recorder Ciji Casto noted that since the project is less than $25,000, it does not have to go to bid. Mayor Donna Dennis said she would discuss the options with the church before a final decision is made.
Constance White, of Meigs County, co-chair of the Morgan’s Raid re-enactment event, approached the council members. She said the event will take place Sept. 14-18 in Pomeroy, the same time as the Sternwheel Regatta.
White asked permission for 100 to 150 infantry re-enactors to set up camp in Stewart-Johnson V.F.W./Lottie Jenks Memorial Park. She said there is no place in downtown Pomeroy to accommodate the group.
The mayor first told White it would not be permitted due to an ordinance against camping in the park. Later in the meeting, however, council members reconsidered as long as the group agrees to certain stipulations, such as no alcohol, quiet time after 11 p.m., and leaving the park as it was found.
In other action, the council:
- Heard from resident Stella O’Bryan concerning a water problem and inquiring about the status of an alley;
- Waived a building permit fee for the Mason branch library addition since it is a town entity;
- Gave the mayor approval to choose a business to paint a new door for the town truck prior to installation;
- Approved Casto and Darlene Roach to attend a budget workshop in Charleston on Feb. 9;
- Agreed to allow the police department to publish the names of people with delinquent fines in the local newspaper and on social media;
- Agreed to get estimates on a new three-quarter ton truck; and,
- Heard a report that the upcoming budget is being compiled.
Attending were Mayor Dennis, Recorder Casto, and council members Ray Varian, Ron Heath, Marty Yeager and Becky Pearson.
In another recent meeting, the council accepted the full resignation of Greg Roush as an employee of both the town and the police department.
