NEW HAVEN — The town of New Haven recently hired two part-time patrolmen.

It was reported that four interviews were conducted by Police Chief Hardwick and Councilman Jim Elias, and they have decided on two part-time patrolmen, one who will work 32 hours a week, and one who will work 24 hours a week. This will give coverage for all but Saturday and Sunday during the day. Hardwick also asked the council for permission to order uniforms and duty supplies for the new officers. It was also reported that the officers will be starting out at $10, with a small raise after the academy. Motions were made to let the chief order three uniforms for each officer and the necessary supplies. Both motions carried.

Mayor Gibbs also asked the council for their permission to put Hardwick in charge of the town’s daily operations for the time being. Hardwick would report to Gibbs and the council. Motion carried. Gibbs also asked the council if they were willing to set the precedence with making employees pay the co-payment when an accident occurs. Council voted to give Jamie Greene his $300 he had previously paid when an earlier accident happened. Motion carried.

James McCormick presented the council with information on grants to work some programs for veterans. It was reported that McCormick is very interested in a day center for veterans and possibly a six-bed facility to temporarily house homeless veterans. A motion was also made to approve the development of a veterans committee with McCormick as the chairperson. This committee will consist of volunteers. McCormick was also asked if he would be willing to resign as vice president of the Zoning board to hold the position on the Veteran’s committee, which he was reportedly more than willing to do. Motion carried.

Jack Ramsey from Triad Engineering presented the council with pay request 12, drawdown 11 in the amount of $112,307. Council was polled to release the final monetary drawdown. Motion carried. It was also reported that the contingency account has a total of $16,183 left in it. Council reported a decision on what to spend this on should be decided within the next month. Triad Engineering will come back in January 2013 and make a walk through to fix anything needed to complete the substantial completion package.

It was reported that PSC would like the town of New Haven to take charge of Hartford’s sewer. PSC would also like New Haven to sign for a three-year renewable instead of a one year. Gibbs polled the council to see if they were ready to sign. The H&O Agreement will be tabled until next session.

Concerning wastewater, it was reported that Tatum Drive pump station is on private property. The owner is willing to sign the necessary piece of property needed for the pump house if the town assumes the cost of the survey and filing paperwork at the courthouse. The cost of the survey is approximately $3,000. The Tatum Drive pump station survey, at this time, died from lack of motion. This will be carried on the next agenda.

Councilwoman Taylor has asked the Board of Education about the hanging of caution lights for the elementary school. It was reported that the Department of Highways would have to take care of this, and Councilman Elias is to measure the distance from Rt. 62 to the grade school and inform the Department of Highways. Council also agreed to purchase a full page advertisement for the Wahama Yearbook in the amount of $175, and Wahama’s after-prom party committee is looking for donations. A motion was made for $100 to be donated. Motions carried.

In other council business, it was reported that the culvert on 7th Street is dug up. Roof drains have been running into the sewer for quite some time, and sewer lines were crushed and unhooked. It was thought that this could be the reason the ground had caved in. Concerning the zoning committee, a meeting has been set up with Christopher Roush on Feb. 21 to discuss the trailer park by the grade school.

There was also formal complaint made about dogs running at large and urinating on people’s property. A motion was made to approve to let the dog catcher alternate his shift one day a week for at least one week to try and catch stray dogs. Motion carried.

Gibbs also asked permission from the council to do a feasibility study to see if there is any profit in the garbage routes in neighboring towns. Motion to explore was made by Jeff Russell. Motion carried.
